Student government hits another hurdle

The new Associated Student Government president will not be able to take her place on the Palomar Community College District Governing Board.

After assuming the ASG presidency the day before, Ann Hong was informed that she will not be able to serve part of her duties as president, because the student trustee position requires in-state residency. Hong is an international student.

Hong was serving as vice president when former ASG president Andrew Bissell resigned to attend another school. The problem was found by an unknown source and brought to the attention of the administration. President Robert Deegan told Hong and John Aragon, the ASG senator who was elected by the ASG to fill Hong's vacated vice president position, of the problem on Oct. 22, Hong said.

Palomar's ASG president is required in both the ASG bylaws and the Governing Board policies to serves as the student trustee on the Governing Board.

In the Palomar Community College District Governing Board's policy "BP 2015 Student Trustee" it states, "The student trustee shall be a resident of California at the time of nomination, and during the term of service…"

"We (Hong and Aragon) have talked with President Deegan, vice president (of Student Affairs, Mark) Vernoy and our ASG adviser (Sherry Titus) all said the same thing-'This has to be reviewed by the Palomar district attorney,'" Hong said.

According to Hong, the next step for the position of Student Trustee depends on what the legal opinion is.

Hong said she was disappointed and shocked when she discovered she might not be able to assume the title of Student Trustee, but wanted the students and senators to know that she will do her presidential duties so the ASG can move forward with a positive attitude.

Hong said, "We have all the tools that we need to function. We are focusing on our goals. We will be attaching ourselves to our objectives. Not the issue (of the Student Trustee)."

Aragon said he would support Hong.

"I am willing to help Ann perform her duties as V.P. or president in any way I can," he said.

The next ASG meeting is at 1 p.m. Nov. 4 in SU-204.
